Just a quick notice to let you all know that the Administration has decided to remove Anzat from the conflict and replace it with a custom planet named Arlan to give us greater flexibility in this storyline. Anzat has also been moved on the Galactic Map - it can now be found at 43,18. The stats remain the same. Arlan has taken Anzat's former spot at 44,26.

Our apologies for those groups who were intending to take part, either diplomatically or otherwise, but the storyline will remain similar. A full set of information on both Florini and Arlan will be posted over the next few days to give a little bit more of an insight onto the conflict and why it is happening. Any questions, please feel free to get in touch.

The planet of Florini was originally discovered around 5,000 years before the Battle of Yavin by explorers from the Republic. It was originally settled two hundred years later and specialised in the production of food. The government of Florini was a feudal style, with the original settlers (the richest) ruling over the poorer settlers. The poorer settlers sold their produce to their local ‘Lord’, and the ‘Lord’ sold it (at an inflated price) to the central government. The central government then sold this onto their clients. The Republic government awarded the Florini a lucrative contract to provide food for those worlds which were experiencing a rapid population growth as well as for the Republic Military. This continued up until around 4,100 BBY when Florini had an influx of immigrants over the next hundred years. Its population increased from a few million to several billion, which lead to super-cities being created to house all of the new inhabitants and try to preserve land for agriculture. It was not particularly successful, as the vast cities had many problems.
Florini then moved into producing armaments for the Republic when the Exar Kun war broke out. Once the conflict concluded, there was a lull in armaments production. It was stepped up once again when the Mandalorian War broke out and continued at a steady pace when the Jedi Civil War came to being. During the Civil War, four major super-cities were devastated by a Sith orbital bombardment. The Florini lost billions of people.
3,953 BBY, the Florini government was overthrown. A new, democratic government was installed. The first election was held, and the Florini people withdrew from the Republic and enacted a policy of isolationism. The government also decided to pursue a policy of autarky. The destruction of the cities, although tragic, presented a new opportunity. Not wanting their planet to become an ‘urban monstrosity’ such as Coruscant, Taris or Nar Shadaa the Florini decided to construct arcologies (a huge superstructure that combines all aspects of life and society into a single complex. They require relatively tiny amounts of land for the amount of people they support as they build upwards rather than just outwards). The arcologies each had the capacity to produce basic goods to make them self-sufficient and some specialised/luxury goods to encourage trade between the arcologies. The majority of the Florini population moved into these arcologies, with some deciding to remain outside.
Over the coming centuries, Florini once again flourished. The areas devastated by the Sith attack were terraformed back to their original state, and a successful economy was born. The remaining super-cities were demolished. Many new arcologies were built, but these arcologies took only half the space that the super-cities had and managed to house the same number of people.
Around five hundred years before the Battle of Yavin, the Florini government decided to relax its isolationist policies. It began to catch up with the rest of the Galaxy and once again began shipping food out to Republic worlds. The government of nearby Arlan claimed that the trade routes that were being used for the shipping belonged to the Arlani. Fifty years before the Battle of Yavin, the tension was obvious to all. This tension lulled during the Clone Wars – both the Arlani and Florini governments backed down to build up their defence forces. Fearing another orbital bombardment and a return to the devastation caused by the Jedi Civil War, the Florini built a network of shield generators to protect themselves. They covered the entire planet, and each arcology contained a 'personal' shield generator should the main shield be sabotaged. Throughout the war, Florini remained neutral. The government began to export to both the Republic and the Confederacy to maintain a balance and this worked. Both sides knew that attacking Florini would harm them as much as it would harm their enemy. Florini was not forced to join either the CIS or the Republic, and nor was the planet attacked.
When the Clone Wars were over, the Republic had become the Empire. Strangely, Emperor Palpatine left Florini staunchly alone (Possibly because it would be a huge task to invade). Florini did export produce to a few nearby Imperial worlds, but aside from that remained neutral. Tensions between Arlan and Florini once again surfaced, but this time was far more threatening. Both sides had a large military force left over from the Clone Wars. A cold war-style conflict ensued, and an open declaration of war was announced years later. There have been no direct conflicts so far, however.

The Florini Government
The Florini seat of government is in the Opicta Arcology, which has a wing specially designed for the planetary government to meet in. The Florini Parliament is made up of elected representatives from each Arcology (the number each Arcology sends is dependant upon the population of the Arcology they represent).
The Cabinet (which consists of the Minister of each department – education, health, defence, foreign affairs, state, agriculture & industry, environment and culture as well as the Prime Minister and the Deputy Prime Minister) puts together the laws and proposals and sends them to the Florini Parliament for approval.
The Minister of Defence acts as the government liaison to the military. Each military branch head reports to the Minister of Defence, who reports to the Cabinet.

Arlan was discovered by an explorer working for a wealthy businessman named Por Parlo around 4,700 years before the Battle of Yavin. Seeing this as a chance to set up his own world without interference from the Republic, Parlo and his family colonized the planet. He used his fortune to build up the planetary infrastructure, buying droids to help run his various businesses which he intended to set up. Whilst his dream world was being built, Parlo came into contact with a certain Zarbo the Hutt who offered to sell Parlo slaves to work on his world. Because Arlan was not technically a Republic world, slavery was not outlawed. Thus, Parlo went along with the deal and over the next few decades millions of slaves were shipped in – the slaves were mostly newly-discovered species from Outer Rim worlds. It was far easier than trying to avoid Republic scrutiny shipping slaves from more well-known planets..
Parlo had offered several of his friends and colleagues(also nobility) to come and join him in his venture on the world. These nobles would form the planet’s executive and legislative branch, the Council of Nobles. Parlo himself would take the title of Chancellor. It would be up to the Council to vote for the Chancellor once every ten years – the slaves were not able to vote. Among the nobles which Parlo had managed to attract to his world was a young Baron named Zev Moekno, who had set up his own security company. Moekno had always had an obsession with military affairs, and so was allowed to run the military affairs of Arlan. His influence led to many of his friends who shared his interests to join the Arlani government. When Parlo died after four terms as Chancellor, Moekno took over. His policies were extremely militaristic – he shipped in even more slaves from Zarbo the Hutt, and built up a sizeable military force for Arlan. However, this build-up stunted the growth of the planet’s economy – something which the planet is affected by even at the present day.
Upon Moekno’s death (the cause was officially recorded as a circulatory problem, but some believe he was poisoned), the Council of Nobles decided to elect someone to try to revive the economy. They elected Chancellor Bandir Dorum, who managed to drag the planet’s economy out of the depths of what it had been under Moekno. He purchased even more slaves (which now numbered in their billions) and allowed them to breed, so that the Arlani government would not need to purchase so many. Dorum also put together an army of battle droids and trusted offworlders to come and oversee the slaves – the fear of an uprising was growing.
The uprising did not come. The planet was occupied by the Sith during the Jedi Civil War, but was left relatively unscathed due to the readiness of the Council of Nobles to work with the Sith.
During the next four thousand years, the Arlan continued to build up their planet. Some areas became vast industrial cities – here, life for the slaves was not good. Other areas became large agricultural areas to help feed the rest of the planet and export whatever food was left.
During the Clone Wars, the Arlani government secretly helped the Confederacy of Independent Systems by supplying parts for droids and weapons. In return, the corporations of the Confederacy offered their products to Arlan at a discounted price. The Arlani graciously accepted.
Tensions had developed between the Arlani and the Florini over recent years due to a group of Trade Lanes – particularly the Rishi Trade Route (named after the Rishi Maze). Arlani claimed that they and their contractors had been using the lanes well before Florini, but this has never been proven. The dispute continues.

The Government of Arlan
The Government is ruled by the Chancellor, who has authoritarian powers. The Chancellor is elected by the Council of Nobles every ten years. Only members of the council may vote.
Each noble runs a particular city/settlement, farm/plantation etc. and is given a certain sum of slaves to produce his product. The slaves are watched over by the planet’s military which consists of a mixture of sentients and droids. The produce is then sold and exported, and the profits are shared between the nobles.
